Mechanical Technical Services Manager

Equans is looking for a Mechanical Technical Services Manager to join our team at Worcester Royal Hospital on a permanent basis. This is a full-time role working 37.5 hours per week. On offer is a competitive salary, company vehicle or allowance, bonus and benefits package.

 

Reporting to the Senior Account Manager, the post holder will be responsible for coordinating the activities of the maintenance services in accordance with the requirements of the Private Finance Initiative (PFI) Concession Agreement at Worcestershire Royal Hospital.

 

Responsible for the effective management of Assistant Technical Services Managers and trade staff ensuring all maintenance activities comply with the statutory, NHS, Trust and Company guidelines.

The post holder will also collaborate and co-operate with the Service Providers to deliver customer focused, cost effective and efficient maintenance service.

What will you deliver?

  • Manage and co-ordinate directly employed labour and sub-contractors in reacting to breakdowns and implementing the Planned Preventative Maintenance Systems
  • Ensure all maintenance activities comply with statutory, NHS, Trust and Company guidelines
  • Provide technical assurance advice across the discipline of maintenance services
  • Review and develop the quality of service at an operational level and Control expenditure as delegated by the Contract Manager
  • Ensure all staff are trained and aware of health and safety responsibilities in accordance with statutory, NHS and Trust guidelines and the companies Incident and Behavioural Safety Initiatives
  • Positively manage relationships with stakeholders and Trust representatives to enhance perception of service provision
  • Prepare estimates for new works & lead support as required for projects
  • Responsible for specific elements of budgetary control and give additional support with financial controls with reference to departmental budgetary control, stock, contracts etc
  • Responsible for bringing to the attention of all Senior Management any unsafe working conditions, working practices, unsafe plant or equipment encountered during the execution of duties including reporting on the company AIMS system
  • Responsible for the execution of any other estates and facilities related duties in an emergency/urgent situation, as directed by the Senior Management Team
  • Participate as a member of the Estates Team by achieving Authorised Person (AP) status in a number of disciplines as required and directed by Senior Management Team
  • Responsible for participating in the ‘on call’ rota as and when required, after suitable training and relevant experience is gained as directed by Senior Management
  • Responsible for supervision and participating in a ‘recall to work’ procedure for emergency repairs as required when not on call

Who are we looking for?

  • Must have Mechanical experience within a PFI Healthcare environment
  • Experience of risk management and health and safety
  • Knowledge of relevant legislation and industry guidelines
  • ONC or BTEC NVQ Level 3 in relevant discipline

Lifecycle Project Manager

Equans is looking for a Lifecycle Project Manager to join our team in Birmingham on a fixed term contract for 24 months. This is a full-time role working 37.5 hours per week. On offer is a competitive salary, company vehicle or allowance, bonus and benefits package.

 

This role is fundamental to the delivery of all projects and lifecycle works on behalf of Equans and the Client. Meeting the Clients needs and ensuring works are delivered within budget and on time is paramount and the post holder needs to reflect this in the day-day operations. All projects must ensure a favourable financial return.

As part of the Project Management team you will take full accountability for the delivery of Variations and Life Cycle projects across the PFI site. As part of this you will be expected to take manage the P&L and H&S for your projects from concept to completion with the support from the Lead PM and Head of Projects. Your role will be fundamental to the efficient delivery of projects to both the SPV and Trust who you will build relationships with as part of your role. You will be expected to work well with the remainder of the team and support the wider Operational team to support the business in its Contractual delivery.

We are looking for a driven individual to add expertise and dimension to the team at the Hospital. The individual will be able to demonstrate flexibility and efficiency in responding to a changing workload and business imperatives while able to establish excellent working relationships within the existing team and clients alike. Experience within a contractual, KPI-driven environment and exposure to a hospital PFI environment a pre-requisite.

The ideal candidate will have an M&E or construction background and previous experience of end to end project management, being responsible for development through to completion.

What will you deliver?

  • Full Profit & Loss responsibility for your delivered projects & life cycle works
  • Build and sustain strong relationship with relevant stakeholders (Trust / SPV) at management level to ensure the continuation and growth of the pipeline for the foreseeable future
  • Support the wider Project, Life cycle and operational teams to ensure all work is carried out on time & to budget
  • Manage the team and ensure that there is continuity of service during staff absences/holidays
  • Ensure on time delivery and margin optimisation is achieved for all projects
  • Support all phases of the project, from initial request to close out, to meet all contractual requirements
  • Support the Lead PM with processes and governance across the site which will make the contract a Centre of Excellence across the business area
  • Continually refining the project delivery model to ensure the right resources and approach is deployed and optimised for each project
  • Make sure project risks are identified and managed through effective mitigation measures. Manage the implementation of designated projects. Ensure the project plan is maintained from inception to completion
  • Monitoring and communicating project financial performance and administration to the Lead PM so that you can review targets against budget
  • Oversee and support your team to co-ordinate operatives, suppliers in a planned and controlled manner ensuring efficiency and minimising costs
  • Implement and comply with Equans policies and procedures, all legal requirements and best practice within Equans Group's including regular safety inspections within the allocated business area
  • Detailed discussions with Trust staff and careful planning are required to ensure that works can proceed with the minimum of disruption to building users
  • Ensure as necessary, all drawings, specifications and tender documents are prepared. Must adhere to requirements to be compliant with all statutory requirements including Health and safety
  • Check and comment on designs and specifications provided by consultants for larger capital projects
  • Monitor working procedures and performance of suppliers with particular regard to health and safety. Liaise closely with Technical Services, and Estates Maintenance Managers to assist with monitoring and performance measurement
  • Responsible for undertaking work in any other building/property/location as required

Who are we looking for?

  • Proven background in FM, maintenance delivery, and the PFI environment
  • A strong Project Manager, who will have a proven track record working in Healthcare and delivering projects in a live environment
  • Strong Commercial awareness will be needed to manage and flow Supplier Contracts downstream.
  • Ability to show understanding of Local Authority legislation, Planning Applications, Fire and Building Regulations Approvals
  • High level of verbal, written and numeric skills and must be computer literate.  A sound knowledge of standard spreadsheet packages and computerized estates and project management systems
  • Must be able to work with all stakeholders and operational staff, be self-motivating, able to work on own initiative, liaise and delegate effectively with staff operating in a multi-disciplinary environment
  • A sound knowledge of building and engineering services design and associated British Standards
  • A sound knowledge of the Health and Safety at Work Act, the Construction Design and Management Regulations and other relevant statutory requirements will be required
  • Able to demonstrate a sound understanding of technical and estates and building issues in the provision of construction, maintenance and FM services
  • Financially aware and able to use Equans finance software (Coupa) to support the team in the delivery of projects
  • HNC /HND or equivalent qualification in a building or engineering discipline
  • Good organizational skills and the ability to communicate at all levels
  • Experience of Microsoft Office software essential, including Outlook, Word, Excel and Project
  • Considerable experience operating in the public and/or private sector with a demonstrable track record of directly managing small works within a large and complex estate is essential

Technical Services Manager

Equans is looking for a Technical Services Manager to join our team in  at Oldham on a permanent basis. This is a full time role working 37.5hours per week. On offer is a competitive salary, company vehicle or allowance and benefits package.

Based at Oldham School – Newman RC the TSM will be responsible for the technical performance and maintenance of standards within the contracts for both Rochdale and Oldham PFI Schools.

The role holder will provide guidance to others on site, showing technical expertise in mechanical, electrical and fabric systems, to ensure appropriate and compliant solutions and efficient customer service delivery. Manage a team of engineers to ensure full compliance with all relevant regulations

What will you deliver?

  • Planning and implementation of change to improve service and operational quality and customer satisfaction.
  • To ensure customer focused service delivery, contractual and procedural compliance across the PFI contracts with regards to the following aspects of the Contract:
  • Ensure the provision and maintenance of a high level of Mechanical / Electrical / Support to our Clients.
  • Ensure up to date accurate asset management and support to the Life Cycle Manager in complying with the contract life cycle requirements.
  • Manage a team of engineering staff in order to maintain the school contract to contractual and acceptable standard.
  • Form part of the RP/AP roles as required by the contracts
  • Offer technical support as required to the business.
  • Ensure all statutory obligations are maintained in line with current legislation.
  • Management of Reactive works and PPM to ensure contractual timescales are met.
  • Management of the engineer’s day to day work schedules
  • Manage the organisation of Statutory Inspections to ensure compliance with contractual and legal obligations.
  • Completion of Health and Safety audits in line with agreed programme including follow up action and reporting.
  • Staff management including monitoring, induction and actions where necessary.
  • Sub-contractor management.
  • Ensure records are maintained, up to date and available via Contract Network Drive or similar.
  • Understand and meet ongoing customer requirements, develop effective working relationships with business partners, suppliers and subcontractors.

Hub Manager

Based at our Cambridge office, we are looking to drive the innovation process across the contract to establish a high-performing workplace function.

The Hub Manager will have a strong background in Plant & Equipment Maintenance with experience in delivering and evidencing continuous improvements whilst remaining compliant to operational specifications with an in-depth knowledge of all engineering plant and systems onsite and act as a Technical Lead for the contract.

They will be always responsible for the delivery of the service at their respective Hub throughout the service period.  The role requires them to work in partnership with the UoC Hub Engineering Managers, the Technical Excellence Managers and Statutory Compliance team to enhance service delivery ensure Project Compliance and Statutory Compliance, respectively.

Focus will be needed to drive efficiency and value for money through the performance of the delivery team.  It will be important for them to liaise with stakeholders for the planning and execution of planned and reactive works.

The Hub manager will be required to audit, and quality checking of works completed to ensure there is a step change in service quality and statutory compliance performance.  They will support delivery teams with technical knowledge and training.  In conjunction with the SHEQ Manager, provide first hand investigations and support for incidents, occurrences and breaches and the delivery of proactive, corrective, and retrospective action.

The ideal candidate will be a technical professional with strong M&E and Building Fabric skills who has proven experience motivating engineers and sub-contractors to achieve client expectations.

What will you deliver?

  • Monitor quality and performance against schedules of contractually agreed KPI and SLA's
  • Ensure the company's H&S, Environmental & Quality procedures are adhered to on site
  • Review RAMS for PPM, Reactive and Remedial works within the M&E and Building Fabric and ensure maintenance activities align with performance targets
  • Following appointment by the relevant AE’s, carry out the duties of AP/CP roles as required
  • Carry out audits of completed works, review potential failures & implement mitigating procedures
  • Meet with contract teams to review performance, opportunities, and risks
  • Tracking of all NCR’s and liaise with operational team to close out
  • Monitor and review of all Work in Progress (WIP)
  • Identify technical developments & training plans including annual appraisals of team members
  • Review processes & procedures and propose improvements to systems
  • Ensure that appropriate and standardised record keeping is in place
  • Excellent organisational skills and an ability to prioritise workloads to ensure deadlines are met
  • Identify compliance gaps and working with the operations team to support the solution
  • Liaise with subcontractors & prepare quotations for submission to the client for extra works
  • Ensure that the internal, external and client audits are aligned, thus mitigating duplication, and improving the overall efficiency of processes
  • Assist the operational teams when preparing for audits, ensure that their records are maintained to an appropriate standard and are available as required
  • Monitor the response of audit findings and implement actions to prevent a reoccurrence
  • Proactively share best practices

  • HND / HNC technical discipline / degree or equivalent experience in an appropriate field (Mechanical / Electrical Systems)
  • Experience gained particularly within the Facilities Management environment
  • Extensive engineering knowledge associated with +5 years delivery at senior level within a contract

Planning & Highways Enforcement Officer

EQUANS is looking for a Planning & Highways Enforcement Officer to join our team in Grimsby. This is a permanent role working full time hours. On offer is a competitive salary between £26,000 – £29,500 depending on skills and experience and benefits package.

What will you deliver? 

The post holder will contribute to the effective delivery of the Planning and Highways Enforcement Service being delivered by Equans on behalf of North East Lincolnshire Council.  Equans is North East Lincolnshire Council’s regeneration delivery partner, providing planning, highways, environmental and other services to the Council on an outsourced basis.

The post holder will be responsible for a full and varied caseload of enforcement investigations and general enquiries, including the drafting and service of notices and appearing as a witness in court as required.

  •  Investigation of possible breaches of planning and highway legislation in accordance with national and local policy and procedures
  • Monitoring of developments to ensure that they are implemented in accordance with approved plans
  • Maintenance and updating of files using computerised administration systems
  • The drafting and service of relevant notices under the Town and Country Planning Act 1990, the Highways Act 1980 and any other relevant legislation

Electrical Supervisor

Equans is looking for an Electrical Supervisor to join our team at the Royal Blackburn Teaching Hospital on a permanent basis. This is a full-time role working 40 hours per week. On offer is a competitive salary and benefits package.

 

Based at Royal Blackburn Hospital, the Electrical Supervisor will be responsible for the technical performance and maintenance of standards within the Royal Blackburn Hospital contract.  They will provide guidance to others on site, showing technical expertise in electrical systems, to ensure appropriate and compliant solutions and efficient customer service delivery. The Technical Services Supervisor will have advanced technical knowledge in more than one skill or technology area – although with an electrical bias.

Operations and Maintenance Manager

Equans is looking for an Operations and Maintenance Manager to join our team at Sullom Voe Terminal Power Station in the Shetland Islands on a two year fixed term contract basis. Compliance and Defect Assistant

Equans is looking for a Compliance and Defect Assistant to join our team in Birmingham on a 12-month fixed term contract. This is a full-time role working 37.5 hours per week. On offer is a salary banding of £26,000-£29,000, dependent upon skills and experience and benefits package.

 

The role is based at the new Midland Metropolitan University Hospital (MMUH) which is due to start delivering clinical services in 2024. The new facility incorporates high level of modern services and technology both in terms of healthcare delivery and building management. Equans are working closely in partnership with the Trust to ensure the completed facility is of a good quality and able to provide a sustainable service to the area not only in respect to healthcare provision but also providing a diverse value to the local community.

The role is to assist the Compliance and Defect Manager in the delivery of a compliant estate and the management of defect works. Due to the wide range of services and systems installed within the building, the role requires a wide range of skills and flexible nature but also provides the opportunity to work in a very rewarding environment with continued opportunity for learning and development.

The right candidate will be expected to deal with day-to-day management of defect process, notification submission and their following closing out. This will include dealing with external contractors and provide information to stakeholders. Additionally, the individual should also have a good understanding of building compliance and be able to communicate and report any compliance issued deriving from the defect management.

What will you deliver?

  • Identify and assess any area of potential defect within the newly build hospital, and submit relevant notification
  • Organise first, second fix and any follow up necessary, either via internal or external contractor
  • Keep track of any costs arising and obtain the necessary approval to ensure a recharge is in place
  • Escalate any issues arising from non-response
  • Liaise with the Technical Team to ensure the full extent of the works is captured and that works are completed to the correct standard

  • Draft contract notification such as Early Warning and Compensation events, under guidance of the Management Team

  • Assist in the requirements for retention of ISO standards as required

  • Manage all small works and variations passed through from the client, this includes a 15-year medical equipment replacement plan, utilising estimating function to apply best practise.
  • Identify risks and opportunities.
  • Review specifications provided by the client or estates team to ensure best service is delivered.
  • Ensure budget control with regular interaction with the estates team.
  • Ensure site records are kept up to date, including room data sheets and site drawings.
  • Work alongside the Life Cycle Project manager to deliver the site services.
  • Tender, tender review and present findings.
  • Manage a small works team to deliver small work variations, including managing budgets and stock control.
  • Provide cover for absent colleagues as appropriate to maintain the service.
  • Carry out duties in accordance with safe working practices within statutory, NHS, Trust and Company guidelines.
  • Have an awareness of the operational procedures and safe working practices of major items of plant and systems as described above.
  • Undertake training to maintain and develop skills in line with the requirements of the service.
  • Carry out training as required by the role.

Who are we looking for?

  • Experience in a managerial role is essential, project management experience being desirable.
  • A minimum of an ONC in mechanical or electrical engineering.
  • Building services Knowledge and experience.
  • Knowledge and experience with CAD and MS Project.
  • Contract and commercial experience.
  • Budget control experience essential.
  • Contractor Management Skills essential.
  • H&S experience with IOSH or NEBOSH qualification.

This role includes a DBS Enhanced check therefore ability to pass is essential.
