Spatial Planning Policy Manager

EQUANS is looking for a Spatial Planning Policy Manager to join our team in Grimsby. This is a permanent role working full time hours per week. On offer is a salary of £45,000 – £51,000 depending on skills and experience and benefits package.

What will you deliver?

Equans is North East Lincolnshire Council’s long-term Regeneration Partner delivering a number of services on their behalf, including the planning service. This role is to support the planning service, to ensure that it delivers a first-class service to its customers and fully contributes to delivering sustainable development and growth in North East Lincolnshire.

The post holder will lead, plan and manage the Spatial Planning team, which deals with the preparation of development plans, supporting evidence base documents, and associated planning policy documents. The team is currently preparing a review of the Local Plan on behalf of North East Lincolnshire Council.

The post holder will lead, direct and manage the team and progress work on:

  • The preparation, and contribute directly to work on statutory and non-statutory planning policy documents, including:
    • The formulation of planning policies and their justification through robust evidence
    • Preparing for and undertaking consultation and engagement activities, including attendance at public meetings
    • Liaison with council officers regarding delivering the council’s new Local Plan
    • Preparation of evidence for, and attendance at, public examinations, inquiries and appeals as required.
  • Work closely with other teams to support regeneration and economic growth projects.
  • Liaise with private sector developers regarding development and investment opportunities.
  • Manage their workload to deadlines, and contribute as a team member to support others to meet theirs
  • Prepare responses to consultations including those issued by Government and local authorities.
  • Work across a broad range of environmental and socio-economic disciplines.
  • Collect, analyse and interpret evidence including statistical data.
  • Work closely with other officers to prepare evidence documents including Authority Monitoring Reports and statements of housing land supply.
  • Undertake such other duties as may be reasonably expected at this level.

Who are we looking for?

  • Hold a degree or diploma in town and country planning and ideally be a chartered membership of the Royal Town Planning Institute (RTPI)
  • Have proven written and verbal communication skills.
  • Be numerate and have proven analytical skills.
  • Have a sound knowledge of research techniques.
  • Have a knowledge of data analysis techniques which can be applied across a broad and complex range of environmental and socio-economic disciplines.
  • Have extensive ICT skills including experience in spreadsheet and database creation and maintenance, and experience in using Geographical Information Systems (GIS) software to present and analyse data.
  • Have experience of the preparation of evidence for and appearing as a witness at development plan examinations
  • Extensive knowledge of town and country planning legislation, the development process, and statistical methodology
  • Demonstrate a high level of initiative in managing workload, be self-motivated, have strong interpersonal skills and the attitude, conduct and demeanour to reflect Equans values.

  • Manage a team to ensure work is carried out in full conformance with quality, environmental and safety standards.Be an expert and provide guidance and direction to ensure operational excellence. 
  • Coordinate and control the on-site construction process ensuring the site build progresses in line with plan.
  • Support the overall programming and planning of the build.
  • Manage groundworks and internal fit out.
  • Building and maintaining positive relationships with clients to ensure that contracts are delivered in accordance with project agreements and best practice.

Quantity Surveyor


EQUANS is looking for a Quantity Surveyor to join our team in Hatfield, this is a full time permanent role.  On offer is a competitive salary, company vehicle or allowance and benefits package. 

We have scattered properties across Brent and Wembley you will be visiting therefor a driving license is required.

This role is to work as part of our refurbishment team on social housing properties, you will be working on Social Housing Decarbonisation Fund (SHDF) works. You will be responsible for managing your own jobs working on projects of circa 5 million.

We are looking for someone to begin their career with Equans and progress in their role. We would consider a strongly established Project QS looking to progress into a QS.

 

What will you deliver? 

    • Management and control of subcontract orders, accounts and variation accounts in line with the main contract and sub-contract data base
    • Post-tender internal and external pricing analysis/assessment for sign-off whilst ensuring within budget
    • Conduct contract risk and opportunity assessment to identify these areas and plan for them accordingly to ensure pricing remains on budget without undermining Health and Safety.
    • Manage subcontractor and professional services selection for new schemes, ensure the chosen contractor has the appropriate order and information to carry out their work, and helping to prepare procurement schedules liaising with legal counsel as required regarding contractual information (collateral warranties, PCG’s, etc)
    • Completing a monthly cost / valuation report and cash flow for the designated projects.
    • Commercial reporting / CVRs completed independently to be submitted for MQS approval
    • Logical and auditable preparation of relevant documentation for valuation, procurement and commercial administration

  • Relevant QS experience running your own jobs
  • Social housing and refurbishment experience
  • Experience working for a main contractor
  • Experience with excellent influencing and negotiation skills with the supply chain and/or external clients to ensure the business maximises profit throughout contract schemes
  • Excellent level of numeracy and verbal communication skills
  • IT skills
  • Full clean UK driving license

Senior Quantity Surveyor

EQUANS is looking for a Senior Quantity Surveyor to join our team in Hatfield, this is a full time permanent role.  On offer is a competitive salary, company vehicle or allowance and benefits package. 

This role is to work as part of our refurbishment team on social housing carrying out external works. You will be responsible for leading on two frameworks with a team of quantity surveyors under you. 

This is a great development opportunity for someone who is keen to progress, we are looking for someone to come in and lead of the projects really making them their own. 

Our head office is based in Hatfield where you will usually be 2-3 days per week, you will travel to our sites ranging from West London to Essex typically one day per week with the opportunity to work from home one day per week. We do provide a car or car allowance and expenses. 

 

What will you deliver? 

To take responsibility, ownership and accountability of the successful management and control all aspects of the commercial / financial and contractual elements of designated projects within a Division to control and maximise the company’s profitability, protect the company’s legal and contractual obligations under the contract and to manage proactively the control of all commercial issues.  This is to include managing other commercial and operational resources, ensuring applications and valuations are completed in line with the contract terms and ensuring sub-contractors receive prompt payment and are procured in line with our contractual obligations and commitments to Subcontractors. In addition, ensuring cost reports and the like are real time, managed, completed on time and monitored.
