Head of Highways and Transport

EQUANS is looking for a Head of Highways and Transport to join our Team in Grimsby. On offer is a competitive salary or up to 70k depending on skills and experience. This is a 6 month FTC role working full time hours per week, our offices are based in Grimsby, we offer hybrid working.

We are looking for someone enthusiastic and confident. You will have experience managing a large team as well as budgets. Highways experience is preferred but not essential for the right candidate that is willing to learn.

General Overview:

As a member of Equans Senior Management Team (SMT), manage the Highway and Transport service, delivering against core business metrics of SHEQ, performance, people management, social value and finance.
Ensure that all services within Highways and Transport are well managed and recognised for excellent and innovative customer focussed services, driving continuous improvement through strong leadership and the encouragement of challenge and new ideas.
Effective leadership, integration and overall management of a focused and interrelated number of teams, ensuring that they have the required skills and capability to deliver on the required contractual obligations.
Effectively manage the highway network, within the constraints of budget provision, to optimise traffic flow, reduce risk to highway users and provide on-street and off-street car parking services, whilst ensuring effective service delivery including the coordination, design, improvement and maintenance of highway assets and infrastructure in order to meet the required safety, quality, sustainability and environmental standards

What will you deliver?

Coordinate, manage, lead and develop the interrelated teams delivering Asset Management, Traffic Management, Parking, Transport Services and Drainage to ensure the effective delivery of work / project programmes against defined policies and strategies to preserve and enhance the value of the highway infrastructure.
As a member of the Equans SMT work closely with other service Heads of Service to support service planning and ensure contract efficiencies are identified and achieved.
Provide effective advice to Equans management and the council on performance, finance and future service needs.
Develop and implement effective strategies and policies for the sustainable development and maintenance of the highway infrastructure and provide expert professional advice on highways and transport network issues.
Lead and develop on the co-ordination of annual service development plans and working practices for the full range of highways and transport services. To develop a sound understanding of the Partnership contract and be able to identify and notify out of scope items. Respond effectively in a customer focussed manner to enquiries from the public, Councillors, local parish councils, and other agencies on all services provided within Highways and Transport in accordance with the requirements of the contract and Council policies.

Who are we looking for?

Chartered Engineer or recognised engineering qualification with considerable experience at a senior managerial level
Demonstrable extensive management and leadership competencies that will ensure that teams are challenged and focussed on delivery.
Excellent communication skills in presenting - oral and written skills are required to interact with members of the public, elected representatives, committees and external clients / organisations and build effective working relationships.
Negotiating skills are required in dealing with contractors and representatives of the MHCLG, DfT and other external organisations.
A broad knowledge and experience is required of the Highway and Transport disciplines and operational service areas.
Excellent financial, risk, programme and project management capability with an understanding of quality management practices
Planning, prioritising, and organising a diverse range of functions to ensure effective delivery of service outcomes against deadlines and within budget

Senior Project Manager - Construction

Equans Data Centers are seeking to appoint a Senior Project Manager – Construction, to support our growing Data Centre business.

The Senior Project Manager – Construction will be responsible for managing a team and the construction aspects of large projects from inception to completion, within set timescales, to high quality standards and within health and safety guidelines.

Highway Road Worker

Equans is looking for a Highway Road Worker to join our team in our North East Lincolnshire Partnership in Grimsby on a permanent basis. This is a full time role working 37.5 hours per week. On offer is a salary up to £27,627 depending on skills and experience, plus benefits package.

The individual will be part of a team that has responsibility for the maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to core objectives of safety, serviceability and sustainability.

Please note applicants should hold Category C driving licence.

What will you deliver?

Erection and removal of traffic management in accordance with the Safety at Streetworks and Roadworks Code of Practice.
Driving of highway vehicles and tippers, subject to license, training and competency.
The safe operation of powered plant and equipment, subject to license, training and competency, such as compaction equipment, masonry cutters, floor saws, breakers, pedestrian operated rollers and all ancillary equipment and tools appropriate to highway operations. Driving of specialist ride on plant, including telescopic handlers and forklift trucks, subject to license, training and competency.
Mixing, laying, levelling, spreading, compaction of bituminous materials, mortars, cements and concretes.ng of precast concrete kerbs, slabs, concrete block or sett paving.
Erection, fixing, cleaning and dismantling of highway street furniture including traffic sign posts, non-illuminated signs, guard railing, fencing and nameplates.
The reconstruction of inspection chambers, catchpits and road gullies and adjustment of gratings, covers and ironwork.
Accurate completion of records including time sheets, daily work records, vehicle inspection sheets, drivers hours records.

Highways Inspector

EQUANS is looking for a Highway Inspector to join our team in Grimsby. This is a permanent role working full time hours. On offer is a competitive salary between £23,500 - £26,000 depending on skills and experience and benefits package.

What will you deliver?

The individual will be part of a team that has responsibility, under delegated powers, to ensure that the Local Authority discharges its statutory duty for the inspection, assessment and maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to core objectives of safety, serviceability and sustainability. Investigation of possible breaches of planning and highway legislation in accordance with national and local policy and procedures.

Under delegated powers, Equans are required to undertake effective and systematic regimes of inspection, assessment and maintenance of the highway network to ensure the local authority discharges its statutory duty under the Highways Act 1980. The post holder is responsible, on a daily basis, for inspecting, assessing and prioritising reactive maintenance works on the highway to ensure the safety of the highway user. The decisions the post holder make are crucial in the support of the statutory defence (Section 58 of the Highways Act 1980) and ensures the local authority can manage its liability and risk in the event of legal proceedings against it.

To inspect, investigate and order works as necessary to maintain the highway network in a safe condition.
To conform to legislation, policy, codes of practice, procedures and standards to ensure a robust and consistent approach to highway maintenance.
To maintain accurate records and documentation to ensure the local authority has adequate records for future reference and to enable the local authority to establish a defence against any action or liability claim that may arise.
Working within strict legal protocols and timescales, assist with the processing of third-party insurance claims, providing inspection and maintenance records, meeting claimants and solicitors on site, providing statements of evidence and attending court for cross examination in defence of the local authority.
To establish and maintain effective working relationships with all stakeholders including client officers, elected members, the general public, parish councils, neighbouring authorities, emergency services and any other interested parties on matters relating to highway services.
To investigate stakeholder enquiries within prescribed timescales as directed by Highway Asset Engineer and Highway Maintenance Technician’s, often including complex and diverse issues and advise on potential solutions to problems to ensure the safety of the highway network.
To assist with the investigation of freedom of information requests within prescribed timescales.
To inspect the work of in-house labour force, contractors, or other third parties working on the highway, and to take any necessary measures to ensure their compliance with relevant legislation, specifications, standards and codes of practice.
To identify and report on the need for more substantial improvement works on the highway, beyond the scope of reactive maintenance, for example roads requiring reconstruction, resurfacing, surface dressing and slurry sealing.
When required, provide advice to third parties working in the highway, and if necessary, intervene to stop unsafe working practices.
To assist with the enforcement of relevant legislation to ensure the safety of the highway network.
To investigate and assist with the processing of applications for the construction of vehicular footway or verge crossings.

Estimator / Senior Estimator

EQUANS are recruiting for an Estimator / Senior Estimator to be based in Seaham. This is a permanent full-time role working 37.5 hours per week. On offer is a competitive salary, car allowance, bonus and benefits package.

General Overview

Providing an estimating and tendering service from receipt to submission with the objective to achieve/exceed the Company Budget. To understand, implement and adhere to the company SHEQ policy/strategy.

Key Accountabilities

Develop and maintain relationships with Clients, Designers, Subcontractors and Suppliers
Work with other members of the Pre-Construction and Bid teams to develop the bid strategy
Accurately review tender documentation
Issue relevant information to legal team for review and share completed review
Carry out site visits in order to view, address and mitigate risks wherever possible
Prepare and issue sub-contract and material enquiries. Manage receipt of quotations in a timely manner to achieve competitive market rates
Where required produce accurate take-off using estimating software. If outsourced externally coordinate the issue of information and ensure take off completed to the required standard and accuracy
Price bills/schedules analytically and produce quote comparisons using estimating software. Identify risks and opportunities and assess the potential impact on the project together with any necessary qualifications
Liaise with Pre-Construction and Delivery teams to assess the programme requirements in order to develop and cost a suitable preliminaries allowance
Present estimate for review and final settlement
On secured projects prepare and deliver information for handover to the contract team
Demonstrate the ability to work effectively and efficiently in different market sectors i.e., New Build, Refurbishment, Commercial, Education, etc.
Work effectively with other members of the estimating department and wider business in order to achieve the most effective and competitive solutions

Develop cost information from first principles
Maintain up-to-date market knowledge of labour, plant, materials and sub-contractors
Assist in developing Company estimating library
Complete all mandatory and non-mandatory training and assist in the development of other staff

Senior Planner

Equans Data Centers are seeking to appoint a Senior Planner to be based on a project site in Newport to assist the delivery of our projects. The Senior Planner will provide a professional planning service in every stage of the project lifecycle from tender, through to design, construction and commissioning. The Senior Planner will ensure all activities are captured, whilst playing a key role within project teams.

Equans Data Centers deliver fully integrated engineering solutions for technically detailed projects in the Data Center industry. The Senior Planner will provide professional planning services for project delivery and will have the scope to work on projects of different sizes in these sectors.

What you will deliver?

Provide planning services as a key part of the project team ensuring the teams are delivering on project time objectives.
Understand for each project the level of planning service and anticipated time allocation to provide that service.
Identifying, communicating and managing project risks. Collaborating with the team to solve any issues or problems.
Build strong internal and external relationship with the Planning department and broader project and client teams.
Communicating with other disciplines within production teams to ensure they are aware of their roles in meeting the programme.
Ensure compliance with company procedures and planning standards.
Providing detailed an accurate regular progress reporting to the project team and client as required.
Summarise projects status upstream to senior management, highlighting any unresolved major risks and potential overruns.
Manage time and workload to ensure deadlines are met. Highlight any potential work overload/slackening to Line Manager as soon as it is apparent.
Review processes to enhance planning best practice that can aid and improve performance and consistency, across the project teams and wider planning community.
Lead programme meetings and react quickly to any client-led changes, ensuring that there are auditable trails.

Form robust links with all key stakeholders by working closely with senior managers and directors.
Review projects that have deviated from plan and provide advice on plans and strategy, subsequent cause and effect and contribute to decisions as to the best way forward.

Experience of construction projects across a broad range of sectors (bias towards Data Center and the Pharmaceutical (Cleanrooms/laboratories) industries).
Planning software expertise, preferably in P6 and Asta Powerproject.
Ability to manage multiple project programmes running in parallel.

Project Quantity Surveyor

EQUANS is looking for a Project Quantity Surveyor to join our refurbishment team, this is a full time permanent role. Our head office base is Hatfield, your time will be split between office work in Hatfield and sites across London and the South East.

This role is to work as part of our refurbishment team on social housing properties, you will be competing internal and external works on projects of circa 5 million.

What will you deliver?

Management and control of sub-contract accounts, variation accounts, procurement and commercial management on a designated project(s)
Post-tender internal and external pricing analysis/assessment for sign-off whilst ensuring within budget
Conduct contract risk and opportunity assessment to identify these areas and plan for them accordingly to ensure pricing remains on budget without undermining Health and Safety.
Develop an understanding of the designated contract, specification and pricing ensuring compliance with conditions throughout
Measure progress, submit valuations, submit final accounts and retention release, process subcontractor requests for payment and monitor receipt of payment in a timely manner.
Completing a monthly cost / valuation report and cash flow for the designation project(s)
To manage the day to day cost control, monitoring and reporting on a designated project(s) ensuring timely cash flow management for the Client and the group, and the supply chain
Complete QS documentation (i.e. client invoices) within deadlines ahead of MQS approval to ensure the business doesn’t occur any late payments
Assist the Estimating team with pre-tender due diligence to ensure consistent commercial goals, assist with estimates and negotiations for future projects or phases.
Attend project and company related meetings
Ensure the company is neither compromise nor disadvantaged by a contractual or financial arrangement
Manage the costs on a project to ensure both the company and the client is fully advised of the cost situation
Sufficiently manage the financial aspects of the project to ensure the correct safety equipment is used at all times
Process subcontractor requests for payment and issue of notices in line with the HGCRA

General Overview

To assist the Commercial Manager with effective financial management during pre-commencement stage in order to reduce risk and increase target contribution prior to commencement on site.

To play a fundamental role within the site team to ensure the efficient delivery of each scheme. It is also essential that the SQS undertakes financial management and accurate reportage, in accordance with company procedures.

To assist the CM in financial pre-commencement activities such as pricing of works for submission to client, appointment of consultants, initial subcontract negotiations.
