Head of Highways and Transport
EQUANS is looking for a Head of Highways and Transport to join our Team in Grimsby. On offer is a competitive salary or up to 70k depending on skills and experience. This is a 6 month FTC role working full time hours per week, our offices are based in Grimsby, we offer hybrid working.
We are looking for someone enthusiastic and confident. You will have experience managing a large team as well as budgets. Highways experience is preferred but not essential for the right candidate that is willing to learn.

General Overview:
- As a member of Equans Senior Management Team (SMT), manage the Highway and Transport service, delivering against core business metrics of SHEQ, performance, people management, social value and finance.
- Ensure that all services within Highways and Transport are well managed and recognised for excellent and innovative customer focussed services, driving continuous improvement through strong leadership and the encouragement of challenge and new ideas.
- Effective leadership, integration and overall management of a focused and interrelated number of teams, ensuring that they have the required skills and capability to deliver on the required contractual obligations.
- Effectively manage the highway network, within the constraints of budget provision, to optimise traffic flow, reduce risk to highway users and provide on-street and off-street car parking services, whilst ensuring effective service delivery including the coordination, design, improvement and maintenance of highway assets and infrastructure in order to meet the required safety, quality, sustainability and environmental standards
What will you deliver?
- Coordinate, manage, lead and develop the interrelated teams delivering Asset Management, Traffic Management, Parking, Transport Services and Drainage to ensure the effective delivery of work / project programmes against defined policies and strategies to preserve and enhance the value of the highway infrastructure.
- As a member of the Equans SMT work closely with other service Heads of Service to support service planning and ensure contract efficiencies are identified and achieved.
- Provide effective advice to Equans management and the council on performance, finance and future service needs.
- Develop and implement effective strategies and policies for the sustainable development and maintenance of the highway infrastructure and provide expert professional advice on highways and transport network issues.
- Lead and develop on the co-ordination of annual service development plans and working practices for the full range of highways and transport services. To develop a sound understanding of the Partnership contract and be able to identify and notify out of scope items. Respond effectively in a customer focussed manner to enquiries from the public, Councillors, local parish councils, and other agencies on all services provided within Highways and Transport in accordance with the requirements of the contract and Council policies.

Who are we looking for?
- Chartered Engineer or recognised engineering qualification with considerable experience at a senior managerial level
- Demonstrable extensive management and leadership competencies that will ensure that teams are challenged and focussed on delivery.
- Excellent communication skills in presenting - oral and written skills are required to interact with members of the public, elected representatives, committees and external clients / organisations and build effective working relationships.
- Negotiating skills are required in dealing with contractors and representatives of the MHCLG, DfT and other external organisations.
- A broad knowledge and experience is required of the Highway and Transport disciplines and operational service areas.
- Excellent financial, risk, programme and project management capability with an understanding of quality management practices
- Planning, prioritising, and organising a diverse range of functions to ensure effective delivery of service outcomes against deadlines and within budget

Highway Road Worker
Equans is looking for a Highway Road Worker to join our team in our North East Lincolnshire Partnership in Grimsby on a permanent basis. This is a full time role working 37.5 hours per week. On offer is a salary up to £27,627 depending on skills and experience, plus benefits package.
The individual will be part of a team that has responsibility for the maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to core objectives of safety, serviceability and sustainability.

What will you deliver?
- Erection and removal of traffic management in accordance with the Safety at Streetworks and Roadworks Code of Practice.
- Driving of highway vehicles and tippers, subject to license, training and competency.
- The safe operation of powered plant and equipment, subject to license, training and competency, such as compaction equipment, masonry cutters, floor saws, breakers, pedestrian operated rollers and all ancillary equipment and tools appropriate to highway operations. - Accurate completion of records including time sheets, daily work records, vehicle inspection sheets, drivers hours records.

Highways Inspector
EQUANS is looking for a Highway Inspector to join our team in Grimsby. This is a permanent role working full time hours. On offer is a competitive salary between £23,500 - £26,000 depending on skills and experience and benefits package.
What will you deliver?
The individual will be part of a team that has responsibility, under delegated powers, to ensure that the Local Authority discharges its statutory duty for the inspection, assessment and maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to core objectives of safety, serviceability and sustainability. Investigation of possible breaches of planning and highway legislation in accordance with national and local policy and procedures.
Under delegated powers, Equans are required to undertake effective and systematic regimes of inspection, assessment and maintenance of the highway network to ensure the local authority discharges its statutory duty under the Highways Act 1980. The post holder is responsible, on a daily basis, for inspecting, assessing and prioritising reactive maintenance works on the highway to ensure the safety of the highway user. The decisions the post holder make are crucial in the support of the statutory defence (Section 58 of the Highways Act 1980) and ensures the local authority can manage its liability and risk in the event of legal proceedings against it.
- To inspect, investigate and order works as necessary to maintain the highway network in a safe condition.
- To conform to legislation, policy, codes of practice, procedures and standards to ensure a robust and consistent approach to highway maintenance.
- To maintain accurate records and documentation to ensure the local authority has adequate records for future reference and to enable the local authority to establish a defence against any action or liability claim that may arise.
- Working within strict legal protocols and timescales, assist with the processing of third-party insurance claims, providing inspection and maintenance records, meeting claimants and solicitors on site, providing statements of evidence and attending court for cross examination in defence of the local authority.
- To establish and maintain effective working relationships with all stakeholders including client officers, elected members, the general public, parish councils, neighbouring authorities, emergency services and any other interested parties on matters relating to highway services.
- To investigate stakeholder enquiries within prescribed timescales as directed by Highway Asset Engineer and Highway Maintenance Technician’s, often including complex and diverse issues and advise on potential solutions to problems to ensure the safety of the highway network.
- To assist with the investigation of freedom of information requests within prescribed timescales.
- To inspect the work of in-house labour force, contractors, or other third parties working on the highway, and to take any necessary measures to ensure their compliance with relevant legislation, specifications, standards and codes of practice.
- To identify and report on the need for more substantial improvement works on the highway, beyond the scope of reactive maintenance, for example roads requiring reconstruction, resurfacing, surface dressing and slurry sealing.
- When required, provide advice to third parties working in the highway, and if necessary, intervene to stop unsafe working practices.
- To assist with the enforcement of relevant legislation to ensure the safety of the highway network.
- To investigate and assist with the processing of applications for the construction of vehicular footway or verge crossings.

General Overview
Providing an estimating and tendering service from receipt to submission with the objective to achieve/exceed the Company Budget. To understand, implement and adhere to the company SHEQ policy/strategy.

Senior Planner
Equans Data Centers are seeking to appoint a Senior Planner to be based on a project site in Newport to assist the delivery of our projects. The Senior Planner will provide a professional planning service in every stage of the project lifecycle from tender, through to design, construction and commissioning. EQUANS is looking for a Project Quantity Surveyor to join our refurbishment team, this is a full time permanent role. Our head office base is Hatfield, your time will be split between office work in Hatfield and sites across London and the South East.
This role is to work as part of our refurbishment team on social housing properties, you will be competing internal and external works on projects of circa 5 million.

What will you deliver?
