Construction Site Manager

EQUANS is looking for a Construction Site Manager to join our team in Birmingham on a 12-month FTC at Sandwell and Birmingham Hospitals. This is a full time role working 37.5 hours per week. On offer is a competitive salary and benefits package.

General Overview:   
Responsible for the supervision of sub-contractors delivering a wide range of project works.  Responsible for the efficient use of resources and ensuring that, job planning, appointments, materials, plant and equipment are effectively utilised and continuously improved in accordance with service delivery targets.  The Project Site Manager is also responsible for the management of Construction health & safety on all projects and the necessary completion, snagging and handover of all projects.

The principal responsibility of the Project Site Manager is to achieve the target contributions by managing the contract/project in accordance with the contract documents and programme.  Responsible for ensuring that the project is delivered on time, within budget and to the agreed quality. To understand, implement and adhere to the company SHEQ policy/strategy, CDM and ensure all employees reporting to you do the same and being responsible for ensuring that SHEQ requirements are upheld to the highest of standards at all times.

The Project Site Manager will promote teamwork at all times, with commitment to the provision of an efficient and effective customer focused service.  

The key objectives of the Site Manager are:
•Compiling all pre-start information.
•Provide structured approach to project planning; to include health and safety, execution methods and quality.
•Provide project & weekly programme information and KPI’s and feed back into monitoring and reporting systems.
•Provide project direction, focus and consistency across the team & project.
•Supervision of the Site Team in all areas.
•Health and Safety Issues are addressed.
•Overall responsibility for site safety, ensuring compliance to SHEQ procedures & responsibilities, & HSE requirements.
•Manage Quality Control through a structured monitoring process and auditing.
•Liaison with the client on both a formal and informal basis
•Application for all licences, permits etc. and ensuring they are in place to execute the works correctly.
•Ensuring that site set up works is complied with, and all welfare facilities are provided.
•Co-ordination with sub-contractors and appointment of them in conjunction with the Contracts Manager and Commercial Team
•Attendance, preparation, and reporting for all meetings in relation to the project 
•To have a clear understanding of the way the job is priced to enable us to take full benefit of any opportunities for variations, change is specification or scope of works to maximise profit.
•Ensure that systems are put in place in accordance with Company procedure and policy to ensure works are completed in accordance with the company’s values.
•Endeavour, wherever possible, to resolve difficulties in non-adversarial manner.
•Understand the commercial aims of the project and business plan objectives.
•Provide key information to the Project team to enable high levels of financial control.
•To provide absence cover in accordance with your Job role and position within the organisation.
•Recommend necessary changes to improve performance based on analysis of weekly/daily Key Performance Indicator statistics. 
•Escalate any issue of concern/potential concern to the Project managers as required to ensure a pro-active approach is maintained and service delivery is not impacted.

•Work with the wider team to aid future decision making and possible improvements to service levels.
•Carry out regular checks on plant and equipment in use on your contracts.
•Liaise with other Supervisors / Managers to effectively resolve any cross managerial issues within the contract.
•Ensure all works including information i.e., photographs, follow-ons, material requirements etc. allocated through the Company’s IT system are completed and reported appropriately.
•Carry out isolations to M&E equipment under a authorised person capacity. 

Impact:  
The Project Site Manager carries out the role according to onsite processes and procedures. The position ensures that Equans are able to meet contractual obligations whilst simultaneously providing an excellent service to our customers.

The post holder must have effective communication skills to liaise with the customer/client and be able to work under minimum supervision levels.

Project Manager

EQUANS is looking for a Project Manager to join our team in Birmingham on a permanent basis at Sandwell and Birmingham Hospitals. This is a full time role working 37.5 hours per week. On offer is a competitive salary and benefits package.

General Overview:  
Manage the site delivery of small Fabric, M&E Lifecycle & Variation projects as part of the project delivery team on site, to manage site design, contract management, financial management, H&S, site management, snagging and hangover of every project, as required.

Key Responsibilities: 
•Manage works implementation to ensure projects are delivered safely; on time; on budget and are to a high standard from inception to final account stage.
•Ensure the project pipeline is managed in accordance with all contractual KPI requirements, while complying with Equans internal governance processes. 
•Make sure project risks are identified and managed through effective mitigation measures.
•Full responsibility for all finances in relation to the allocated projects, including the correct invoicing of, WIP management, implementation of Contractual documents and monthly finance reporting to the business.
•Oversee the co-ordination of operatives, sub-contractors and suppliers in a planned and controlled manner ensuring efficiency and minimising costs.
•Complete the contract negotiation process; project costs and delivery timescales; identifying possible conflict and problem solving as required. 
•Act as a point of contact, managing relationships with all stakeholders, consultants, and service providers, with emphasis on client satisfaction and business excellence. 
•Implement and comply with Equans policies and procedures, all legal requirements and best practice within Equans including regular safety inspections within the allocated business area.
•Ensure that all works are being carried out in compliance with: Statute, Contract Requirements, Regulations, ACOP’s and Guidance (HTM’s).
•Participate in regular Project meetings with the Project Company & Trust.
•Completion of CDM duties as Principal Designer & Principal contract and review of risk assessments for on-site work activities.
•Managing and resolving incidents of non-compliance across the project in line with Contract and Company Requirements. 
•Produce progress and other reports, as requested, to a high standard.
•Requirement to work within a 24hr Hospital environment (as appropriate).
•Support/cover the other teams’ members from time to time.
•Attend as required Health & Safety forums with staff and the client on a regular basis.
•Responsible for bringing to the attention of the Senior Project Manager and all Senior Management any unsafe working conditions, working practices, unsafe plant or equipment encountered during the execution of duties including reporting on the company AIM’s system.
•To attend and participate in Training courses as required and to undertake any training in the future as may be required to ensure the duties of the post are effectively carried out or as required by the Senior Management Team.
•Responsible for maintaining comprehensive compliance records.
•Any other duties deemed required by the Senior Project Manager.

Impact:  
The team will typically be delivering 50 projects at any one time ranging from £1k to 1M+, comprising small works, minor maintenance projects to larger and more complex lifecycle and capital works. Projects are run to tight and pre-determined timescales within the constraints of the site contract.
•Detailed discussions with Trust end-users and careful planning are required to ensure that works proceed with the minimum of disruption to building users.
•Translate, from the client project scope, the preparation of specifications, design drawings and tender documents, in full compliance with all statutory requirements including CDM and Health & Safety.
•Ensuring snagging and defects are managed and closed-out within the specified contractual limits.
•Supervising contractors, liaising with clients and other company departments during projects where necessary.
•Monitor working procedures, workmanship, and performance of contractors with particular regard to health and safety. Consult closely with Technical Services, and Estates Maintenance Managers to assist with monitoring and performance measurement.

Complexity:  
We are looking for a driven individual to add expertise and dimension to the projects team at the Hospital. The individual will be able to demonstrate flexibility and efficiency in responding to a changing workload and business imperatives while able to establish excellent working relationships within the existing team and clients alike. Experience within a contractual, KPI-driven environment and exposure to a hospital environment is a pre-requisite.

Qualifications or Required Experience:  
•Experience operating in the public and / or private FM sector with a demonstrable track record of directly managing small Fabric, M&E Project works within a large and complex estate is essential, preferably within a Healthcare environment. 
•Self-starter, able to work on own initiative as a conscientious team player.
•Organised communicator with strong inter-personal skills.
•High level of verbal, written and numeric skills and must be computer literate with knowledge of CAFM systems and all Microsoft Office packages. Computer-literate (MS Office based Products: Excel, Word, Project & PowerPoint) with a sound knowledge of CAFM/estates and project management systems.
•Ability to show understanding of Local Authority legislation, Planning Applications, Fire and Building Regulations Approvals.
•A sound knowledge of building and engineering services design and associated British Standards.
•A sound knowledge of the Health and Safety at Work Act; Construction Design and Management Regulations and other relevant statutory requirements.
•Must be able to manage people/contractors, be self- motivating, able to work on own initiative, liaise and delegate effectively with staff operating in a multi-disciplinary environment.
•A sound knowledge of the Health and Safety at Work Act, the Construction Design and Management Regulations 2015 and other relevant statutory requirements will be required.
  
Desirable:
•HNC/HND or equivalent qualification in a building/construction or engineering discipline.
•Site Mangers Safety Training Scheme (SMSTS).
•Experience & knowledge of the duties under CDM 
•Experience & knowledge of Passive Fire Protection (PFP) requirements.

Head of Highways and Transport

EQUANS is looking for a Head of Highways and Transport to join our Team in Grimsby. On offer is a competitive salary or up to 70k depending on skills and experience.  This is a 6 month FTC role working full time hours per week, our offices are based in Grimsby, we offer hybrid working.

We are looking for someone enthusiastic and confident. You will have experience managing a large team as well as budgets. Highways experience is preferred but not essential for the right candidate that is willing to learn.

What will you deliver? 

  • Coordinate, manage, lead and develop the interrelated teams delivering Asset Management, Traffic Management, Parking, Transport Services and Drainage to ensure the effective delivery of work / project programmes against defined policies and strategies to preserve and enhance the value of the highway infrastructure.
  • As a member of the Equans SMT work closely with other service Heads of Service to support service planning and ensure contract efficiencies are identified and achieved.
  • Provide effective advice to Equans management and the council on performance, finance and future service needs.
  • Develop and implement effective strategies and policies for the sustainable development and maintenance of the highway infrastructure and provide expert professional advice on highways and transport network issues.
  • Lead and develop on the co-ordination of annual service development plans and working practices for the full range of highways and transport services. To develop a sound understanding of the Partnership contract and be able to identify and notify out of scope items. Respond effectively in a customer focussed manner to enquiries from the public, Councillors, local parish councils, and other agencies on all services provided within Highways and Transport in accordance with the requirements of the contract and Council policies.

  • Chartered Engineer or recognised engineering qualification with considerable experience at a senior managerial level

Highways Inspector

EQUANS is looking for a Highway Inspector to join our team in Grimsby. This is a permanent role working full time hours. On offer is a competitive salary between £23,500 - £26,000 depending on skills and experience and benefits package.

What will you deliver? 

The individual will be part of a team that has responsibility, under delegated powers, to ensure that the Local Authority discharges its statutory duty for the inspection, assessment and maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to core objectives of safety, serviceability and sustainability. Investigation of possible breaches of planning and highway legislation in accordance with national and local policy and procedures.

Under delegated powers, Equans are required to undertake effective and systematic regimes of inspection, assessment and maintenance of the highway network to ensure the local authority discharges its statutory duty under the Highways Act 1980.   The post holder is responsible, on a daily basis, for inspecting, assessing and prioritising reactive maintenance works on the highway to ensure the safety of the highway user.  The decisions the post holder make are crucial in the support of the statutory defence (Section 58 of the Highways Act 1980) and ensures the local authority can manage its liability and risk in the event of legal proceedings against it.  

  • To inspect, investigate and order works as necessary to maintain the highway network in a safe condition.
  • To conform to legislation, policy, codes of practice, procedures and standards to ensure a robust and consistent approach to highway maintenance.
  • To maintain accurate records and documentation to ensure the local authority has adequate records for future reference and to enable the local authority to establish a defence against any action or liability claim that may arise.
  • Working within strict legal protocols and timescales, assist with the processing of third-party insurance claims, providing inspection and maintenance records, meeting claimants and solicitors on site, providing statements of evidence and attending court for cross examination in defence of the local authority.

Key activities

  • To prepare and compile large/complex quotations and maintenance tenders for submission to clients.
  • Receipt of client enquiries and establishment of suitability within the business. Creation of CRM record, review of the scope and circulation to relevant operational division.  
  • Liaison with senior management to develop the Bid Strategy and request support to produce programmes, risk/compliance matrices and quality submissions as dictated by the enquiry. Visit site if required. Engage with Procurement team where necessary.
  • Prepare Bills of Quantity from drawing take off (where required) and raise technical queries with the client, where appropriate.

To play a fundamental role within the site team to ensure the efficient delivery of each scheme. It is also essential that the SQS undertakes financial management and accurate reportage, in accordance with company procedures.

To assist the CM in financial pre-commencement activities such as pricing of works for submission to client, appointment of consultants, initial subcontract negotiations.

To carry out key commercial tasks such as bonus payments, subcontract procurement and management, site measurement, internal and external valuations, Management of change orders, Cost Value reportage, Performance Reviews – all in accordance with the Quantity Surveyors Manual and Training Plan.

Pre-commencement – Negotiated Schemes

  • Assistance in the completion of Cost Plans for submission to client.
  • Assistance in the completion of value engineering to ensure best value for the client and to maximise contribution for the business.
  • Carry out analysis and agreement of specification to ensure rebate opportunities are maximised.
  • Assistance in the agreement of consultant fees and appointment of consultants.
  • Assist in the completion of Commercial Review of Main Contract once copy received.
  • Appointment of initial subcontract packages.

Pre-commencement – Tendered Schemes

  • Assistance in the agreement of consultant fees and appointment of consultants.
  • Assist in the completion of Commercial Review of Main Contract once copy received.
  • Appointment of initial subcontract packages.

Drawing take-offs and site re-measurement

  • Take-off exercises prior to scheme commencement.
  • Ongoing site re-measurement of measured works.
  • Site checks & recording of variations in order to accurately produce internal and external valuations.

Subcontract procurement and order placement

  • Production of enquires.
  • Obtaining quotations and completing comparisons.
  • Order value negotiations and agreements.
  • Ensure subcontractors price is in line with our supply chain agreements to maximise rebates.
  • Appoint subcontractor and complete Pre Order Meeting.
  • Administration of order documents.

Subcontract Account Management

  • Monthly valuation assessment and administration.
  • Monitor and record works complete.
  • Administration of payments in line with agreed payment dates.
  • Forecasting final accounts through to completion.
  • Agreement of final accounts and obtainment of Final Account Indemnity form upon completion.

Rebate reportage

  • Ensure PSL is reviewed prior to subcontract procurement and that subcontract orders are placed in line with supply chain agreements.
  • Completion of rebate reporting on a monthly basis and submitted to Rebate Champion.

Operative bonus payments

  • Obtain weekly bonus sheets from directly employed operative.
  • Check against Site Manager’s weekly time sheet.
  • Apply pre-agreed bonus targets.
  • Administration of payments.

 

Monthly cost value reports

  • Completion of initial internal value split within cost value report to determine value within each discipline.
  • Completion of cost projection for duration of scheme across all elements to establish projected final cost.
  • Produce accurate cost information for monthly Cost Value Report.
  • Completion of Cost Value Report by inputting accurate costs.
  • Updating internal value in line with most recent projected final account.
  • Updating projected cost for the duration of scheme.
  • Ensure Subcontract and Material liabilities are input accurately.
  • Completion of Contribution Action Plan.
  • Ensure cash position updated accurately.
  • Attend budget meetings with site team.
  • Production of performance review document for senior management.
  • Present current Cost Value Report to senior management during performance review.

Management of change orders/variation accounts

  • Accurately record occurrence of any change orders; whether client or contractor led.
  • Pricing of change order to establish cost and value.
  • Production of early warning notice / change order for submission to client.
  • Update Cost Value Report ensuring both cost and value are updated prior to monthly report.
  • Update projected final account to be submitted to client with monthly valuation claim.
  • Value engineering process to ensure best value for client and to maximise internal contribution.

External valuations

  • Produce accurate information from site measures and subcontract accounts to enable the completion of the monthly external valuations.
  • Produce accurate information on change orders to enable the completion of monthly external valuations.
  • Production of external valuation; ensuring cash position is maximised.
  • Update projected final account to be submitted to client with monthly valuation claim.
  • Update cash flow to be submitted to client with monthly valuation claim.
  • Ensure interim certificate is obtained in line with contractual timeframes.

Internal valuations

  • Produce accurate information from site measures and subcontract accounts to enable the completion of the monthly internal valuation.
  • Produce accurate information on change orders to enable the completion of monthly internal valuation.
  • Production of internal valuations prior to completion of monthly Cost Value Report.

General contract administration

  • Contract Filing.
  • Keeping up to date log of drawings.
  • Archiving completed schemes.
