Equans are working closely in partnership with the Sandwell and West Birmingham NHS Trust to prepare for the opening of the Midland Metropolitan University Hospital (MMUH), the brand-new centre of healthcare provision for the local community.

Joining our team at MMUH, as part of a wider team responsible for maintenance across other sites within the Trust’s estate, you will have a unique opportunity to provide valuable input into the vital final stages prior to opening, influencing how the future management and maintenance of the facility is delivered. You will work on the site throughout the remaining construction and commissioning phases, liaising closely with both the Trust and constructor, and then to continue to maintain the completed hospital.

The site is close to Birmingham city centre and will be serviced by public transport links as well as providing onsite parking facilities and access to food outlets.
Equans is looking for a Technical Services Manager (Fabric) to join our team at Midland Metropolitan University Hospital (MMUH) on a permanent basis. This is a full-time role working 40 hours per week. On offer is a salary banding of £50,000-£60,000, dependant upon skills and experience, Business use vehicle, bonus, and benefits package.
The role is to assist the Technical Services Manager in the provision and deliver of a high-quality maintenance service. The role will also include assisting in the operation, repair and maintenance of building fabric and engineering services while working within a multi-disciplinary hard service team environment. Due to the wide range of services and systems installed within the building the role requires a wide range of skills and flexible nature but also provides the opportunity to work in a very rewarding environment with continued opportunity for learning and development.
Whilst the role will be based at the MMUH Equans are also responsible for the maintenance of other sites within the Trust’s estate and it is possible that the post holder will be required to work at other sites and may be requested to vary hours to cover shifts patterns where needed to cover annual leave and sickness.
The role is vital to ensure that the estate is maintained to a high standard and that all statutory requirements are fully complied with for all services and facilities under the control of the contract. Successful completion of tasks and a conscientious approach will significantly contribute to the ability to retain the high quality of the facility to assist in ensuring healthcare can be delivered in an appropriate environment.
What will you deliver?
- Directly accountable for day-to-day matters to the Head of Estates
- Deputise for the Head of Estates during absence from site as directed by Senior Management Team
- Actively manage and monitor appropriate completion of all PPM activities in conjunction with the Assistant Technical Services Managers for fabric and grounds and gardens items using the Maximo system, with consideration to statute, Regulations, ACOP’s and Guidance (HTM’s)
- Undertake negotiations with subcontractors and suppliers to provide a cost-effective service with reference to the contract SLA’s
- Responsible for budgetary control of allocated budgets and give additional assistance with financial controls across other areas of the contract with reference to departmental budget, stock, contracts etc
- Actively manage and monitor that all staff and subcontractors’ response and rectification times are met, and repairs are undertaken diligently, with due care and without undue delay
- To review the quality of work undertaken by both directly employed staff and contractors
- Ensure cover is provided at all times by ensuring shift rota’s are adequately covered or for fabric staff that an appropriate out of hours service is available
- Regularly meet with directly employed staff (collectively irrespective of their trade function and individually), subcontractors and suppliers to discuss performance
- Responsible for the safety of plant, equipment and infrastructure and for safe working practices
- Actively promote, monitor and manage adherence to all Statutory Standards and Regulations and Department of Health requirements
- Involvement in the process of tendering contracts and the selection of new sub-contractors and suppliers leading on specific packages as required
- Attend and/or chair as required Health & Safety forums with staff and the client on a regular basis
- Ensure that plant and equipment data and information is delivered in an accurate and timely manner to enable Lifecycle Planning to be developed
- Organise and manage the production of condition surveys and subsequent action plans in a timely manner allowing milestone targets and goals to be achieved
- Responsible for bringing to the attention of the Head of Estates and all Senior Management any unsafe working conditions, working practices, unsafe plant or equipment encountered during the execution of duties including reporting on the company reporting and recording system
- Responsible for the execution of any other estates and facilities related duties in an emergency/urgent situation, as directed by the Head of Estates or Senior Management Team
- Participate as a member of the Estates Team by achieving Authorised Person (AP) or Responsible Person (RP) status in a number of disciplines as required and directed by Senior Management Team which will include the following key disciplines along with any other disciplines deemed necessary
- Medical Gas Systems
- Fire
- Confined Spaces
- Working at Heights
- Complete relevant training including BMTRADA fire door inspection and maintenance as agreed with the Head of Estates
- Undertake training to undertake the management and operation of equipment including lifting equipment and access equipment such as Motorised Electric Working Platforms (MEWP)
- Ensure building maintenance is undertaken to recognised standards and are clearly auditable
- Required to participating in the ‘on call’ rota as and when required, after suitable training and relevant experience is gained as directed by Senior Management
- Required to supervision and participating in a ‘recall to work’ procedure for emergency repairs as required when not on call
- Responsible for undertaking flexible working practices across the whole range of estates services as directed by the Senior Management Team
- Responsible for undertaking work in any other building/property/location as required
- To attend and participate in training courses as required and to undertake any training in the future as may be required to ensure the duties of the post are effectively carried out or as required by the Senior Management Team
- Managing and directing staff in a safe and efficient manner and conducting personal performance evaluations of staff in accordance with EQUANS policies and procedures
- Deliver training to staff on relevant subjects as appropriate to experience is gained (eg tool box talks & trade specific subject matter)
- Responsible for liaising with other Managers
- Carry out appraisals of frontline staff
- Responsible for supervision of contractors including review of Risk Assessment and Method Statements and onsite inspections of working practices and quality
- To assist in establishing and monitoring systems to ensure that maintenance standards are to the optimum
- Responsible for advising management and demonstrating where there is a demonstrable shortfall in resources to meet the standards required for patient environment and to meet legislation requirements
- Responsible for first line management with regards to all EQUANS Human Resource and Health and Safety Policies and Procedures
- Actively manage attendance of staff in terms of both punctuality and absence utilising relevant EQUANS policies and procedures and undertaking Return to Work interview as required
- Assisting management with development and the implementation of relevant approved new works, inclusive of financial control
- Carryout EQUANS’s Management Safety Visit (MSV) across the contract on both tasks being undertaken by directly employed staff and Sub-contractors
- Ensure monthly 10% Audit checks on works carried out by the estate’s teams ensuring compliance, report shortfalls and training requirements
- Carry out inspections of site tools, plant, access equipment and first aid equipment, reporting on findings and manage resolution ensuring safety and compliance
- Assist management with review on utilisation of workforce working closely with the CAFM management team
- May be required to lead in the project management and delivery of Life cycle works

Who are we looking for?
- City and Guild or equivalent qualification in a relevant discipline
- Ability to show understanding of statutory maintenance requirements, legislation, Health Technical Memorandums, Health Building Notes and other technical documentation
- High level of verbal, written and numeric skills and must be computer literate
- A sound knowledge of standard spreadsheet packages and computerised estates and project management systems
- Must be able to manage people, be self-motivating, able to work on own initiative, and be able to liaise and delegate effectively with staff operating in a multi-disciplinary environment
- A sound knowledge of the Health and Safety at Work Act, the Construction Design and Management Regulations and other relevant statutory requirements will be required
- Able to demonstrate a sound understanding of technical and estates and building issues in the provision of construction, maintenance and FM services
- Good organizational skills and the ability to communicate at all levels
- Excellent written and verbal communications skills
- Experience of Microsoft Office software essential, including Outlook, Word
This role includes a DBS Standard check therefore ability to pass is essential.
